Construction Project Manager - Fredricksburg, VA

Job Summary

The Owner's Representative is a strategic construction project management professional whose job is to help oversee, assess, report, and manage the SAFE delivery of DATA CENTER CONSTRUCTION projects in line with established performance parameters related speed, quality, and cost. The Owner’s Representative serves as the on-site “eyes and ears” of the owner.

 

 

Key
Responsibilities

  • Serve as Overwatch's construction representative for multiple data center building and capital improvement projects, from project initiation through hand-off to operations.
  • Interface directly with construction general contractors throughout the construction lifecycle, including bidding, award, execution, punch-list, and closeout phases.
  • Develop comprehensive construction project Scope of Work (SOW) and Request for Proposals (RFP).
  • Lead negotiations with general contractors, meticulously evaluating bids and proposals for accuracy and detail.
  • Effectively manage and monitor cost, schedule, and quality while overseeing construction contractors and vendors.
  • Execute various construction project management tasks, including document management, submittals, RFIs, change orders, invoices, quality control, scope management, and schedule adherence.
  • Drive construction teams to troubleshoot and conduct root-cause failure analyses for equipment malfunctions.
  • Provide support for commissioning and integrated system testing, ensuring a seamless transition to operational status.
  • Contribute to the ongoing operation of installed facilities by reviewing procedures, promoting best practices, and supporting maintenance initiatives.
  • Facilitate the creation of capital requests as needed.
  • Analyze and report on construction progress and financials.
  • Document and report critical construction metrics to team members and management.
  • Participate in construction initiatives focused on enhancing efficiency and bolstering data center resiliency.
  • Offer constructibility reviews for civil, structural, electrical, and mechanical designs, whether for new data centers or the optimization of existing ones.
  • Demonstrate leadership both within our team and among internal and external support teams dedicated to data center operations.
  • Ability to work onsite five days a week.

 

Qualifications

  • A minimum of 5 years of work experience in construction management.
  • 5 years experience in Mission Critical, infrastructure, and/or Data Center Construction
  • General knowledge of electrical and mechanical systems.
  • Familiarity with industry standards, building codes, and safety standards, including fire protection regulations.
  • Proficiency in capital budget management.
  • Strong negotiation skills and a proven track record of problem-solving.
  • Familiarity with P6.
  • Proficient working knowledge of MS Word, Excel, and PowerPoint.
  • Proficient working knowledge of Bluebeam.


Preferred Qualifications

  • Bachelor's degree in Construction Management, Civil Engineering, or an equivalent degree.
  • Experience with Procore software.
  • Proficiency in MS Visio and SharePoint.
  • Knowledge of LEAN Construction principles and their application.
  • Accreditations related to the Building Environment (e.g., LEED, SITES, TRUE, WELL) are a plus.
  • Preferably, experience managing multiple large-scale construction projects, particularly in mission-critical or infrastructure domains.
